For a natal chart, or any question about your rising sign, yes. The rising sign moves about one degree every four minutes and changes sign roughly every two hours, so an hour's error can put you in the wrong one. Coffee, palm, tarot and dream readings need no birth time at all.

Each of the five is written for its readers, by practitioners drawn from that culture — not one text translated five times.
